For fifteen years, we bridged academic preparation to workforce readiness.
Each time California’s education and workforce systems fell behind what learners and employers needed, CTI built the bridge: a working program, with real learners, producing real evidence.
- A three-year computer science bachelor’s at CSU Monterey Bay and Hartnell College.
- An intersegmental partnership, CSU and community college, built for first-generation learners.
- Compressed time-to-degree while raising graduation and internship rates.
- Began preparing students in their first year of college, not just juniors and seniors.
- Reached learners across all three segments of California higher education, including community colleges.
- Expanded well beyond CSUMB to learners across the state.
- Created work-based learning opportunities for students in their second year of college.
- Open to community college students, not only four-year campuses.
- Co-designed with employers so the work maps to real industry needs.
- Pilots that build the durable, human capabilities for working with AI.
- A discipline-neutral approach that crosses discipline and institutional boundaries.
- Real learners and real evidence, building on everything that came before.
We have built this bridge before. We are building it again for AI.
The People Behind the Numbers
Across fifteen years, CTI has worked with learners from many backgrounds and across all three segments of California higher education, so that no one is left behind as the work changes.
The values behind every program
Every program looks different. Three commitments have stayed the same across all of them:
See the gap early
We build for what learners and employers need before the education and workforce systems catch up.
Equity from the start
We begin with first-generation learners and the communities most exposed to each shift.
Learn by building
Every one is a working program, improved by what learners show us.
The principles behind the work
A few commitments guide how we operate, every day.
Ownership
- We own outcomes, not processes or procedures.
- We relentlessly pursue the north-star metrics.
- We recognize value in others and collaborate.
Execution
- We do the basics extremely well.
- We treat implementation as no less important than ideas.
- We prioritize students’ end-to-end learning experience.
Experimentation
- We learn through bite-size experiments, regularly.
- We measure engagement and learning with real data.
- We improve through build-measure-learn cycles.
Transparency
- We let others hold us accountable.
- We are honest about our motivations and outcomes.
- We treat failures as opportunities to learn.

What we are building toward
A learning infrastructure California can rely on as AI reshapes work. A repeatable approach that institutions, workforce boards, and partners across the state can adapt to their own contexts.
